The Regulation

Title 13, California Code of Regulations Sections 2180 - 2194
-
Effective Date of Regulation is
7/1/1998.
-
All vehicles must be tested no later then 9/30/1999.
-
Fleets having two or more diesel powered vehicles are subject to this regulation.
-
Annual inspection required.
The Standards
-
California standards require that all heavy duty vehicles powered by a diesel engine
and operating on California highways, submit to a smoke emissions test.
-
Vehicles with 1991 or newer model-year diesel engines cannot exceed
an opacity level of more than 40%.
-
Vehicles with 1990 or older model-year diesel engines cannot exceed
an opacity level of 55%.
The Penalties for Non-Compliance

Failure to test or submit to test -
$300.00 fine
-
The first citation for non-compliance -
$800.00 fine
-
The second citation in 12 months -
$1,800.00 fine
